Yes. Checking your eligibility and the in-home assessment cost nothing. You only pay if you choose to go ahead with an install — and then only the portion the grant doesn't cover.
The heating grant is for owner-occupiers whose home was built before 2008, who don't already have a fixed heater in the main living area, and who hold a Community Services Card or SuperGold Combo Card — or live in a lower-income area. Insulation support reaches a wider range of homes. The exact subsidy depends on your address, which the installer confirms.
If your main living area already has a working fixed heater, the heating grant won't apply — but you may still qualify for insulation support. The assessment will tell you for certain.
